I've seen numerous sky-ruins levels in the past, but somehow never one with rain. Even so, this level doesn't stand out among the rest very much. If I were to criticize some things, I personally think these rectangular ruins pieces don't mesh well with the cloud tileset. I think creating some pieces specifically to merge these two tilesets together would work, but right now it doesn't look right.
Other than that this looks very cramped for that little area. Just focusing on npcs and ignoring background object spam: You could move the spiny to the right of the screen to create some additional space for the spinjump, as the three blocks with coins on top limit movement around the spiny heavily. Speaking of coins: The way I see it, you spammed them quite a bit. I'd at least get rid of the ones on top of the three blocks.
My last nitpick is that anything "foreground" doesn't stand out from everything "background", as the colours you use are fairly monotone and don't vary a lot between foreground and background objects. It doesn't make much sense for the bush on the left to be the brightest object on screen while you can't interact with it. I'd generally up the foreground object's brightness a bit, and maybe change the coins' colours altogether, as the low contrast looks awful, to be honest.
Wow, way to go me, judging screenshots! In the end, it's up to you if you notice these or not, but those points I mentioned are what holds this level back from being good to me.

I wish there was a more fitting background though, and maybe if someone can make some nice tree trunks and branches, that would be great.

Looks pretty sweet! The fire problem can be solved by renaming it to "npc-49" or any NPC platform, then giving it jumphurt=1. As for a background, I'm afraid I can't help you.
