As far as I'm aware, most of the regular community contest rules not listed still apply, like 2 star allowed max. I'd say an updated level would be allowed as long as you're clear about it.

Why would they apply? - If they are not in the rules the they don't count as far as I know how rules work.

Only the stated rules apply. I don't care about exits as long as the level is playable. As far as I know, Mivixion will be making a hub episode for this contest. If he has any problems with exits he can probably work it out on a per-level basis.
Also, I updated the first post with info on the judges.

When it comes to level requirements, I'd say use star exits as a general rule of thumb, but SMW stars with alternative exits are fine as well.

Why would you need to give credit for making a vanilla level? Everyone knows Nintendo made all of it.

Events & Layers are fine, and is obviously also part of SMBX, it stays in the .lvl file. - So yes you can use E/L's
