Oh, I get it. They represent letters in ASCII. As in, 41 in hex is 65 in decimal, which is the ASCII code for A! I get the picture now! While I'm at it, I'll translate Quill's binary message:

I think I've cracked the case here. By translating Joey's post, I found out that the code is written using Vigenere cipher.
