I agree that we should have some sort of GFX forum rules sticky, or perhaps just a sticky saying GFX requests aren't allowed. Also, do you guys maybe have thoughts of banning 4shared too, since it requires people to sign up to download stuff.

The problem is, you alluded to that
at the very start of the topic, which is two and a half months ago, which was based on a post I made in an older topic the week before. Unfortunately, nothing has been done about any form of creating graphic submission regulations despite the fact you mentioned that you were going to alert the staff of this issue. And then if a regular user steps up to the task of writing the rules, then there's a high chance that the topic will get locked for backseat moderating and subsequently buried, or just completely deleted, despite the fact that the topic was an effort to stop the repeated graphic requests that are almost flooding the forum thanks to the poor communication of the no-requests rule.
On top of this issue, I really hate to say this, but the forum is pretty badly-maintained. Examples I can bring up include important rules getting shelved almost a few weeks after debut, with this assumption that new users join automatically knowing these rules (as was mentioned by another post earlier), and suggestions that take ages to implement despite the fact that they're pretty trivial. In particular, the former is so jarring if you're someone who's returning to the community after a hiatus back when requests were a thing. Something really needs to be done about this.

I agree with this, we need to do something about this. The graphic forums are being flooded with requests and locked topics, yet nothing has been done about it, which I seriously don't get why, cause it's a really big problem. I really hope the admins are actually gonna do it this time rather than completely forgetting about it until it's brought up again, only for history to repeat itself. Also, not to mention the Sendspace rule is also archived for no reason as well.

Locking topics that don't serve any purpose (graphics requests, nonexistent projects) has always been illogical. All that it effects is clogging a subforum with useless threads.

Also, why does the ad appear right at the top of the page? Of course, installing an adblocker is a surefire way to prevent it, but the fact we have to do so in the first place is an example of bad website design.

No, it isn't. Bad website design would be having ads that are invasive, which this one is not. Also, ads at the top of the page are seen more than ads at the bottom.
Let me know if you see that Puck bikini ad again - I've removed it in the past but decided to keep it this time, however if it bothers you guys then I'll make sure it's not there anymore.

I've seen it upwards of 3-4 times in the last few weeks or so. It doesn't bother me really but I just think it's unnecessarily sexy for a Mario forum with all of that cleavage

I agree, there's literally no reason in keeping them, other than it clogging up the forums. I think we should just delete them.
Also, I'm surprised Joey didn't comment on HeroLink's "Badly maintained" post.

Okay, we seriously NEED to do something about this whole Archived Rules thing, since it's a really big problem and nothing has been done about it, which I seriously don't get. Also, there's the whole "Badly-maintained" thing which we also need to look into.
On an unreater note, there's various minor leftovers from the FF/R forum in the game masters description, as well as leftovers from the level judges in the project forum rules which probably need to be removed.

I totally agree with you. As I'm going to state before, with the way the rules are so disorganised and older rules being left for no reason, the forum is turning into a trainwreck of bad maintenance, especially when we get more new users requesting graphics, unknown to them that they can't, and the way that these have been forwarded to admins, yet nothing has been done about them.

There are a lot of things that were left alone and should be fixed.
Also, I have noticed that the admins have been pretty inactive lately. Valtteri rarely comes to the forums, Quill is the same, and Pseudo is rarely active anywhere(Not as much inactive as Valtteri and Quill though).
ZM is the most active of the four, and still, he is pretty inactive​ for an admin.
Seriously, the mods are much more active than the admins, while it should be the opposite.

They've got a real life as well, they can't just frequent this place 24-7. Also, you may have to consider that around this time a lot of people have exams and that so they may be studying for it.
