The powers ups are not really important if you can make her fitting in the right kind of levels, this is a way to make completely different kind of levels to offer a completely new kind of gameplay. Was she boring to play in her own game? I dunno, since I never played it, but still, I guess it didn't needed any power ups for the gameplay itself. This is more or less the mindset we've been going into making new characters with - making sure they provide new gameplay options to make level design a bit more interesting, with more options for designers. I dare you to make a good level without powerups, involves wall kicking and double jumping and play it with Juni.
