I think what's being referred is when Sonic gets hit with at least 20 rings, some of those rings just disappear entirely. Meaning after getting hit, he can't collect 21 or more rings (depending on how many he had at the time he got hit).

Also, Sonic has a time limit that will otherwise kill him like Mario games.
