On topic, is it OK to use a level made before this contest (not released before, and obviously it follows the given conditions)? I have something that I think I could release for this.

As long as it has not been released to the public and follows the guidelines, then it's okay.

I'd like to get some judges to help me out. I think it would be a lot better to have more than one review per level, so to even out the level ratings. Seriously, I'd really like help.

I'm not even ready to judge these levels. I have no time so I am gonna have to extend the deadline. February 28th is the new deadline. March 1st is Judging day. (If I get some other judges to help. :/ )

Why is that whenever I make a level for a level contest, I submit the level before a level submission extension is put in place and my level's crap compared to everyone else's because I had less time to work on it?

This happened to me with TOB 5 and this contest.

You can still work on it, just resubmit it when it's actually done before the deadline.
