This is not something that's going to take place at Knux's forum, for what it's worth. If we're going to have a monthly news publication, it's going to be on the wiki and it's going to be headed up by multiple people.

Also, not to sound like a child or anything but it's my idea and I've already written plans/articles already. I'm totally up for letting other people contribute to this, but I'm worried that I'll get thrown off the team/I won't have much say in anything.

You can use HTML on a wiki (and we already do on some of the pages). I think that's enough.
Something as large-scale as a forum news project can't just be done by you or me. A team will be gathered for it and lots of people would be working on it at a time. It's great that you had this idea and sparked some interest in it, but it's not going to be restrictively your project if it's going to be forum-wide. Once we get a group together, feel free to show us your plans and articles and if everyone likes them then we'll roll with it.

Who actually knows how to use that though? I suppose if you could make them appear like pages on this site (worlds, gfx as examples) then I don't see why not.

There's a small private forum at mines which is viewable to very few users. Those users would be the team. Unless you're willing to make a private sub-forum here, with the following sub-sub-forums "Submissions" and "Approved Articles" then that's really the only place we can discuss it. Surely that won't be an issue if you make a group, but I feel that I should be the group leader. That doesn't necessarily mean I choose who's part of the team though.

Right now, you have ideas for how you want a monthly publication to be done. I'm sure other people have ideas as well, so I'll make a global announcement about it and everybody can apply to be a part of the team and share their ideas. If (somewhere down the road) we actually end up needing a subforum, I can surely make arrangements. Let's cross that bridge when we come to it, though.

Alright, fine. My forum will not be involved.
(that being said though I'll probably post a link to SMBX Monthly on my forum, so people who aren't here can read it)

I'll agree to this as long as you agree to make me the group leader, because this is something I started.

There's not going to be a group leader. There will likely be many different positions associated with this project, and you can pick the one that you want to be. Even though you may have had the idea to start it now, a "monthly magazine idea" isn't exactly something that's really unique.

What are these positions?
There's also more than just articles. I made a crossword. There'll be other things like fun and games. Maybe opportunities for advertisements for projects/gfx/community works.
I also have ideas for designs and what not. There's a lot here and I want this to go without trouble. Would you allow interviews? Classic episode reviews? How do I know you won't reject everything? This is beginning to stress me out and it doesn't have to be this way. It could be done my way, as I planned, nice and simple.

A few suggestions:
1. Nobody seems to be able to decide weather it should be wiki or PDF format, so how about another Poll? Have the options be "PDF. It's simpler to make And Feels like a real magazine" or "Wiki. Feels more connected to the site and you can do loads of cool stuff with HTML" or "I Don't Care! Just gimmme this to Read!!!!!!!!!1111!!!!!!1!!1!1!1111!!!!" (PDF is where my vote would honestly go)
2.Have a segment called "Work in Progress" where your team spotlights a item from the projects forum.
3. Knux Should be the editor, I mean, Yeah we all DREAMED of this being real, but nobody stepped up to the plate up until he said "If there is interest I'd make this." Plus Being in charge is no picnic, you gotta make sure this gets out on time and proofread everyone's Articles to make sure there are no spelling/grammar errors.
