Definitely. That's really OP. You can just use it and skip whole levels with it without suffering much damage, and there isn't even a toggle that prevents you from using shoes.

Shoes fall under "No Yoshi".

You could probably filter a Lakitu's Shoe with something like a Firebar wall. If you put a shoe generator just before it, players would never have to willingly suffer damage from the Firebar without the shoe that way, but they still couldn't leave the area with one on.

Other than that, Lakitu's Shoes should definitely be saved for special levels, like ones that absolutely require a lot of flying.

Except that doesn't take away Yoshis globally. That'd work for standalone levels, though.

It's possible to remove a Lakitu Shoe with a key and door.

Remember, with a Shoe, you can not swim while wearing one. I did that in one of my custom Levels called "Useage Abilities".

It's possible to carry a shoe through water and put it back on once you surface, but that too can be worked around by having a pipe warp in that body of water which forbids NPCs. Make it an upward warp with no ground close beneath it though, or you may still be able to enter it with the shoe on.

So we already three different and effective ways to filter a Lakitu's Shoe.

Though you can do only a jump.

Only the Blue and Black ones. Every other is ok by me.
