If you want to ask for help or showcase your level, you may join the SMBX Discord Server and use the #ccx1 channel which the judges cannot see. (the reason is to avoid spoilers)

Is it okay with y'all Chocolate Contest judges if I make a level submission to this contest that looks like something out of a side-scrolling Neo Geo Pocket Color game*? And what level file is appropriate for this contest?

And you are free to make any kind of level that follows the rules.

Well I already put "CCX1 level" as "current project" so I stick to this. Problem is just that I've been distracted a lot by chess recently AND I have a 30-hours-per-week job.

If I need people to make custom graphics, can I only have one helper for that, or by working in teams you mean people that make the actual level?You may work in a teams of up to two people
Any participant can have their name attached to two levels at maximum

I am going to enter this contest. I feel I need to make an actual half-decent level rather than something I put together in 15 minutes or less.
