This is completely false.
SMBX indexes stars by the section where they've been collected.
If you collect one star in Section 1 of a level, that register is filled. It's a boolean. It won't turn super-true upon collection of another star in the same section. And since collectible stars and exit stars access the same list, there's no distinction between them when it comes to their limitations.

Hello guys, there has been a ton of progress on Project: Super Star and I’m working very hard on it. So hard, that I have an announcement to make. Ladies and gentlemen I’m proud to present... Our first demo! You can find the download link here.
