1. Why would you pay someone to make something, from which he can't make any money off?

If you want to put an end to homelessness, I think you need to give it to a proven organization that will do that, rather than the people themselves. You'll probably get further with the money as several expenses can be handled all at once. Plus, you're not the one who will have to take the heat if the issue of who gets it and who will have to wait comes up.
