Okay this is weird, what is your CPU? You can find that by clicking start->right clicking computer->properties. It'll tell you all kinds of info actually, you can leave a screenshot here if you want.
Alternatively on windows 8 (sry i can't remember what you're running) you can right click the start button->System and i'tll show the same thign

Yes, that's exactly what I needed. Your processor seems to be more than ample to do the job, my other suspicion is that there's something else in the background eating up memory. Start SMBX and run it, then open your task manager (right click on the task bar->Task Manager) and then when Task Manager opens, get a screen shot of what's inside of the "Processes" tab.

You could have a virus or worm that snuck past Avast. That was my problem, I had to do a factory reset of my computer.

Chrome and Skype are big violaters. Close out of ALL Chrome windows (You may even need to go to the system tray and right click the Chrome icon>exit). That should help performance a fair bit. That chrome.exe that's using 400+mb of memory bothers me..
I checked all of the process names, they all seem okay however, TWCU is meant for a wireless card and nvvsvc and nvxdsync are meant to be for NVIDIA graphics cards. So if you don't have a wireless card installed or an NVIDIA card installed, run a scan with Malwarebytes.

One thing that might be the casue for your problem is the operating system itself. When I first started playing this game back in 2015, I had a pretty old PC with a 50hz Monitor, 32bit Windows 7 SP2 and some early 2000's specs like a GeForce 8400GS.
Everything worked without any issues.
When I build my high end PC, I suddendly experienced lag and frame skips. The game was pretty much unplayable.
However I fixed it by changing the OS compatibility
Maybe set down the amount of CPU threads that work for this problem in the task manager. (maybe by only 2-4)
Set the priority to "higher than normal" and check if your GPU is active.
If you have a high refreshrate monitor, try downgrading it to 50-60Hz (60Hz recommended).
Close programs that have a potential high RAM usage.
Last thing, try to edit the compatibility in properties and select an older OS.
Do each of these steps individually or comined and it might fix the problem.
If none of these tips help you, I really recommend you to play the highly improved sequel (or upgrade) SMBX2. This version can read all of your older files made in the original and runs permanently at 65fps instead of just 60.
