Because (well likely) OpenGL is outdated and the only way to upgrade that is to upgrade the default processor chip (Intel).

My computer is a refurbished and very old Dell Optiplex 330; great for some things, but high-end gaming isn't one of them (and it treats SMBX like a resource-heavy beast).

Cost me > $150, and I've had it past its' warranty (not that a warranty from out of state would do me much good now).

But really, why am I explaining this? It's my problem, not anyone else's.

First of all, if OpenGL is your issue you'll have just as many problems running regular SMBX as with Lunatester. Secondly, it's very possible your issue is just a driver one. A lot of people get OpenGL errors because they never installed the drivers for their graphics card. You may have the same issue, in which case fixing it is neither a hardware issue nor expensive. You don't need a high end gaming machine to play SMBX, just one made in the last 10 years.

Apparently, all my drivers are up to date, it's just that I have OpenGL 1.4 and apparently that's all my OS supports with my current hardware.

My Dell Optiplex 330 is on up there in years, being made ~2008...

I will say this, yes, SMBX and PGE both do take a long time to load and if there are a lot of objects in a level section and/or if the level section is fairly large, SMBX lags considerably, sometimes cutting off sound here and there. I know this is true in the Intro Stage of the Megaman game I'm developing, same with a later stage or two. However, since the lag doesn't affect the controls that much, it's okay.

Ah, that is problematic then. SMBX2 requires OpenGL 2.0 to run. I would recommend getting a new PC (even a cheap one) as soon as you can. Not for SMBX specifically, but because your current one will probably just die very soon anyway simply due to age.

Amyrakunejo already stated that all drivers are up to date.

Nope, minimum system requirements not met.

Hell, I can't even play Guitar Hero III PC with my computer because my computer just barely misses the minimum requirements mark (by like 3% tops).

Of course, been wanting to upgrade ever since I got my refurbished machine but can't afford it (can barely afford food month to month as is)...want HDMI and multiple monitor outputs, best graphics card possible, and so on. (Yes I know that those three things all rely on the graphics card)

I paid > $150 for my computer and had to hide money in a savings I denied having for three months to pay for it (my payee prefers to spend my savings on what she calls emergencies when in fact they are often negligible things); right now I have no money at all...why do you think I love and appreciate stuff like SMBX?

IT'S FREE, DAMMIT.

I do want a laptop, one that has 64-bit processing, but I'll pass on Windows 10 (I don't like the interface and the lack of control over features I don't necessarily like).

Does anyone know how can I get rid of the "Bad Image" error prior to the startup, because I keep getting that message even though I clearly have MVSCR100.dll in the data folder. And yes, I have installed both vc_redist.exe files.

I also can't seem to test my level with LunaTester for some reason, even I have OpenGL 4.4. (SMBX works for me just fine, despite the ocassional crashes that occur if played for a long time)
