Very impressive! Happy to finally have SMM2-esque NPCs in SMBX!
I do have one request however. In the next update, can you add in a distinct Spike/Snow Ball effect file for when it collides? I don't see an effect for the spike balls or snow balls and it would be much more versatile to have a separate effect for these NPCs instead of having to overhaul/create a brand new script to edit the collision effect.

A bug with the P-Balloon
it gets caught on autoscroll, even the T-Balloon, which has the same acceleration as the fairy (and a higher speed cap too!)

Maybe the player transformed by the balloon is so slow the autoscrolling at its default speed always catch the player?

When being pushed by the autoscroll, mario cant move away from it
Well then I suppose you can just change the autoscroll speed.

The carryable pipes aren't working for me. One of them overwrote the custom goal tape, so I tried to change the NPC numbers so it wouldn't, but now it has the wrong textures/names.
(Note: The one circled doesn't have incorrect textures. That's just the normal goal tape.)

-Taking damage with it also removes your powerup/kills you
-the P-balloon timer goes on when everything is paused (ex: text boxes)
-balloon Mario randomly get's stuck on the ceiling

Maybe have the option of keeping the powerup when hit?

Can you add a frog suit from SMB3 for your next version of your NPC pack, because anotherpowerup.lua allows custom power-ups for players?

If I do, it won't be part of this NPC pack. It'll be with the cape feather that I've already made.

This is great! But the exclamation mark block doesn't seem to be working for me. Its always in its brown block state and makes the blinking sound as if it was working

You have to place down redirector BGO's (the same ones you use for snake blocks) to tell it where to go.
