Bad Horizontal Screen Tearing.

I just recently started playing SMBX, and am having trouble getting it to run smoothly. Whenever in fullscreen mode, I get very bad screen tearing. I have done some troubleshooting to try and figure out what the problem is. Here are the things I've tried/discovered.

-enabling Vsync in the Nvidia controll panel doesnt't help, but has helped with all other games that I would get tearing on.
-It's not a monitor issue because I can see the tearing when recording. (Video below)
-Changing monitor refresh rate in Windows control panel didn't help.
-Also, when recording, the tearing seems to be on a smaller scale. (I record with a built in software called Nvidia Shadowplay)

Video (Tearing is especially noticeable in the beams that are attached to the pipe. When not recording, the tearing is much worse)

Maybe that's an effect of frameskip - try checking the "Disable Frameskip" box when you're booting up SMBX.

Didn't work :(
I noticed now when I record, the tearing is gone completely. I have the recording software set to 60FPS so I assume this has like a universal Vsync effect when I turn it on. For some reason though, when I turn on Vsync in Nvidia control panel, it doesn't seem to affect SMBX
