Why do you think it's stupid? The judges may want to participate too? And it's not like they get to judge their own levels (or at least I hope it's not, because that REALLY would be stupid)
I think what he means is that the chances for judges reviewing levels badly so they can get a better score is a huge chance (which sounds extremely stupid, cause none of them will get a better score for doing that), but I think it hasn't happned before though.

In that case I don't see why they shouldn't be able to compete

Oh yeah, I totally understand that by "this" you mean that you are both concerned that someone may judge others bad to get a better score for themselves and at the same time a bit worried that our judges are not trustworthy enough to compete and judge at the same time. Good point.
