Palette Cycling

Would it be possible to make a background cycle through a palette without having to create individual frames for each animation? I'm trying to add Lavos' final battle background from Chrono Trigger into the game but I only found a still image of one of the palette frames and I don't wanna have to, like, copy the image and fill in every color slot like 10 times. I'm not sure if Lua could do it or if there's some image editor program that can cycle through the colors for each frame.

Using Graphics.drawScreen and similar lua functions, you can use vertex and fragment shaders written in GLSL to modify the image as it is being drawn.
I once also made a script that can make earthbound backgrounds so if you want you can try using that instead.
