He hasn't yet, but he's already done it in previous games, he just hasn't received any formal warning up until now. You would think it would be common sense (and it's actually right there in the rules) to not post in the game thread if you are not part of the game.
no, as long as you vote, you aren't usually counted as inactive, not that voting for pepole for relatively small reasons (e.g. small statements that are only like 0.01% suspiscous, or because you don't wanna be counted as inactive.) is okay.
Missing out for only one phase doesn't do much damage usually. Well on a few occasions, it can do though, when just one vote is needed to lynch off a scum.
As a rule of thumb, if you visit the thread every now and then and keep up with what's going on and if you're prepared to take action, you're good. More activity is required if you're part of a blue alliance to strategize, or if you're part of the mafia to strategize privately with your teammates.
In M29 two mafiosos disappeared completely from the game, causing the mafia to lose, and in M36 the last townies were both inactive and not thinking (not caring enough). Those were the main issues to why this thread was posted / bumped.

Well, we need the game masters to take more severe attitudes against inactive players. Mafia is having a problem now, and it is inactivity. I beg you, GMs, you need to do something about this.
