NPC 263?(Resolved)

So I was looking in the graphics folder and found this npc

and when I looked in the npc menu in game it wasn't there and I was wondering what it was cause I don't recall ever seeing this in game.
My guess is it's a missingno. to replace any npcs that don't have a graphic for some reason.
