you have to replace the white background with a transparent one. most image editing tools will let you set the opacity of a color to 0, so just use the fill tool over the white background and make sure to set the blending mode to "overwrite".

I was using paint does that work?

I would just go with what deice said and use paint.net, but if you're looking for other programs, off the top of my head I've used GIMP, Pixlr, Adobe Photoshop, and remove.bg. Photoshop is paid software though, so the free version of it is restrictive in what features it has, and from my experience, remove.bg isn't always consistent with removing backgrounds and sometimes I end up having to manually add to or remove parts from an image, which luckily remove.bg gives you the option to do. GIMP or Pixlr are probably what I would use if I didn't want to use paint.net, because unlike remove.bg, Pixlr has both a website and a desktop app. Paint.net is still pretty good though, and is more than enough in this case.

i already using paint.net because someone else said this is good (after i asked), but there is one problem... trying to change size just make worse quality

If you mean that the blurred images are "worse quality", you must use the option called "Nearest neighbor" to avoid that problem. It is useful for change the size of pixel arts.

Click the tab Image, then click Resize . A window will appear with an option named Repeat sampling, and select Nearest neighbor. That's all.
